Rethinking Cybercrime Investigation: A Systematic Review of Digital Forensic Capacities and Cross-Jurisdictional Realities
Abstract
is study explores the institutional transformation of digital forensics and the cross-jurisdictional dynamics of modern cybercrime investigations using a Systematic Literature Review (SLR) design. Guided by the PRISMA 2020 framework, this paper synthesizes 34 peer-reviewed journal articles harvested from the Scopus database spanning the years 2020 to 2026. The findings comprehensively map the literature into seven core thematic areas: cloud and distributed forensics, mobile and IoT forensics, blockchain-backed evidence authentication, legal admissibility and cybercrime legislation, artificial intelligence and automated threat/evidence analysis, cybercriminalistics and cognitive mapping, and pedagogical problem-based learning. The results indicate that modern investigations require advanced computational architectures (such as automated triage, machine learning, and blockchain ledgers) to manage big digital evidence, while simultaneously confronting severe structural challenges, including technical anti-forensic techniques, opaque AI decision-making, and fragmented cross-border legal frameworks. The study concludes that strengthening digital forensic ecosystems necessitates harmonized international laws, explainable AI integration, proactive public-private collaboration, and specialized multidisciplinary education. Theoretically, this study enriches the conceptual framework of cyber governance; practically, it provides policymakers and law enforcement agencies with actionable strategies to enhance investigative efficacy and judicial reliability across diverse global jurisdictions.
